Ranma Saotome

Species : Extender (Ranma), Introduction : File 1

Ranma Saotome was born to Abigail Nodoka Saotome and Genma Saotome, two owners of the Saotome School of Anything Goes Martial Arts in the Nerima district. Providing the Ministry of Economics with the perfect slate to perform a secret operation titled 'Experiment-R', Ranma was taken from his home and cloned off with special memory-based inhibitors, which were far cheaper than the expensive personality plug kind. The original Ranma died in a lab accident, and the clone Ranma Saotome was reinserted under his father's guidance and MoE security cameras for observation.

Upon introduction of Tomboy Akane Saotome into Ranma's life, the extender proved unstable and the mental plugs ineffective. Ranma was released to his father afterwards. In an effort to find the truth and get a cure for a recently introduced mutation curse, he joined up with Ministry of Economics officer Deep Thought (aka Yuriko) to uncover Ministry of Peace black operations.

Tomboy Akane Saotome

Species : Extender? (Akane), Introduction : File 1

Tomboy Akane Saotome (referred to as Akane from here on) was bought by Genma Saotome as a fiancee for his son, Ranma. However, after shipping, Ministry of Economics tried to take her away to prevent any corruption of Experiment-R. Akane and Ranma fled the officers and led a chase. Akane has been released to Genma's care under Ministry of Peace orders after signing some forms.

There is some doubt as to Akane's status as an extender. She seems to show more personality and memory of her clone base than any other extender, but according to MoD logs, she does have the trademark of the extender. Evidence points to the conclusion that the real Akane Tendo was somehow killed in the madness at the MoD, trying to smuggle her in; this Akane is simply a clone.

One Ryouga Hibiki (not real name) succeeded in transplanting his immunity vector into an Akane extender, which may account for her extra memories. Evidence points to this modified clone as being Wrong Way Tendo, however.

'Ryouga Hibiki'

Species : Extender (Ryouga), Introduction : File 2

'Ryouga Hibiki' is not this extender's real name. Due to brain damage after the traumatic destruction of his own inhibitors, Ryouga has lost his sense of direction and knowledge of his real name. He has adopted the name of his clone base, since he feels he is 100% Ryouga, trademark or no.

Ryouga is responsible for tampering with MoD data and removing inhibitors from an Akane extender (see : Tomboy Akane Saotome, Wrong Way Tendo). He was modified to be a living weapon to remove Akane and Ranma in secret by Kodachi, but he overcame this extra inhibitor. He was last seen with Wrong Way Tendo during a pizza delivery. His current location is unknown; he is armed and considered extremely dangerous.

Gosunkugi Hikaru

Species : Human, Introduction : File 3

Gosunkugi is a worker at the Ministry of Data, playing liason between the higher-ups and the workers at the Biogen division. He is in a key position to gather information and uses this to his advantage. He has an interest in the occult and an unnatural interest in Tomboy Akane Saotome. From transcriptions of security tapes, it seems he may know more about how the Ministries work than he claims.

Kodachi Kunou

Species : Human, Introduction : File 2

Kodachi Kunou is the Commander of the Peace, the highest position in the Ministry of Peace. She replaced the real Akane Tendo when Akane died in a car bomb years ago. Kodachi used to be in charge of two aspects of government control : the war in Russia, and law & order in Tokyo. After Kasumi successfully named herself protector of law & order, Kodachi has been trying to get it back unsuccessfully. Kodachi is known to employ torture and murder when it suits her, and has been suspected of a number of 'black ops', side projects which are unlawful. Nothing has been proved so far. Kodachi has her own ways of investigating her rival Nabiki's projects.

Kasumi Tendo

Species : Human, Introduction : File 3

Kasumi Tendo, director of the Ministry of Sanitation, is the soft spoken voice of reason at Ministry meetings. She is an expert moderator and is well known for her crime reformation policy, which has turned out a higher success rate in converting criminals back to useful members of society than Kodachi's old regime. She originally came up with the Truth and Trust policy, and insists that the government must not harm people, even people that may pose a threat to it.

Nabiki Tendo

Species : Human, Introduction : File 3

Chairwoman Nabiki Tendo of the Ministry of Economics is a manipulative, clever, dangerous woman but to say that directly is against the law. She has managed to keep Tokyo out of debt for years, and is suspected of a number of 'black ops' as well. She and Kodachi are known rivals, each trying to uncover each other's secrets. Nabiki was responsible for the unsuccessful attempt to smuggle the real Akane Tendo back into the MoD, the formation of Experiment-R and Experiment-J, and several other top secret projects which may or may not exist. It is suspected that she has a number of covert op agents, including a mysterious figure called DT, or Deep Thought.

Mousse

Species : Human, Introduction : File 3

From the fabled 'Chinese Silicon Valley', Mousse is an expert programmer and code designer, in charge of the Ministry of Data. He is overworked, underpaid, and working in the least secure Ministry in Tokyo. As a result, he is fairly bitter about his job and desires more respect for what he does. He is in therapy for an obsession with a co-worker.

Shampoo

Species : Human, Introduction : File 3

Also from the Chinese Silicon Valley, Shampoo is a programmer of greater skill than Mousse, handling all of the data sorting and conversion algorithms for the entire Ministry. She recently lost her title as Champion of Core War to Ranma Saotome who crashed her computer by unplugging it. Shampoo claims that she will marry Ranma one day by tribal law.

The Ministry of Confusion

Species : Humans, Introduction : File 4

The Ministry of Confusion (MoC) is a group of school age punks who typically engage in vandalism and other minor crimes of a humours nature. Another group, impersonating them, is bombing buildings and killing people; they take no credit for these actions. Kodachi Kunou released them to the streets after they were taken in for questioning surrounding the events of Experiment-R, since they would prove a powerful tool to get her control of law and order back at a later date. Unhappy with how they were being treated, the MoC pledged to get tougher on the MoP. Current whereabouts are unknown, however the MoP has not classified them as dangerous.

Jodan, the ringleader, is a prankster who believes in fate and the natural way of things. He is insulted by Kodachi's treatment of them, since it didn't fall in line with his ideal punchline (martyrdom), and decides to make his own ending.

Chao, the firebug of the group, is an anarchist and pessimist at heart with a soul that begs to burn things. He has been restrained by Jodan, who did not think that arson was appropriate for MoC's image, but how he will react in the future is unknown.

Raph (Raphael) is the artist in the group, who tries to avoid trouble wherever it can be found. He is somewhat anti-violent, but does not want to die and will defend himself if he must.

Ryouga Hibiki, as mentioned earlier, used to be a member of this group but has since vanished. More members were added over time, but their identies are unavailable.

Deep Thought aka Yuriko

Species : ?, Introduction : File 6

Very little is known about Deep Thought. DT, as it were, is Nabiki's top operative and liason to Ranma. DT poses as Ranma's childhood sweetheart Yuriko when she has to pay a visit, but drops the feminine attitude when Akane is out of earshot. DT is very businesslike and doesn't take any crap, unless it's from Nabiki.

'Ranko'

Species : Extender (Ranma Modified), Introduction : File 6

Ranma's alter ego, 'Ranko', is a direct result of Deep Thought's attack of Experiment-J Jusenkyo water on Ranma's person, turning him into a her. Ranma uses this form as a covert ops agent, with hopes to get the cure one day by uncovering Ministry of Peace black ops for DT/Yuriko.

Miss Hinako

Species : Human (Modified), Introduction : File 7

Miss Hinako, a history teacher at Furinkan High, is an escaped test subject. She was originally designed as a weapon by the Ministry of Peace, who gave her powers to suck the very life out of a human being through a circular focal point, also allowing her to double her age. However, this effect is temporary, and Miss Hinako is slightly disturbed; she has a manic obsession with 'delinquents' and hunts them wherever she can.

Wrong Way Tendo

Species : Extender (Akane), Introduction : 8

Wrong Way (WW to her friends) is a pizza delivery girl who works for a smalltime pizzaria. She was accidentally delivered to them during the night of Experiment-R, a mis-shipment that the Ministry of Data doesn't want to claim they made. Until she finds out who her purchaser is, she is rooming at the Burn The Roof Of Your Mouth Pizzaria and working her way through school. She doesn't feel the kinship other Akanes have with their clones, but does have a good friendship with Tomboy Akane Saotome. She has a friendly attitude and a casual disrespect of silly laws. There is evidence supporting the theory that this is the extender Ryouga Hibiki modified.

Ukyou Kuonji

Species : Human, Introduction : File 8

Ukyou is a cook who runs the somewhat unsuccessful Ucchan's store in the Nerima district. She has hit hard times with this restaurant because of a small herd of Tsubasa clones that scare customers away. Fortunately, she still has the love of her life : Ranma Kuonji. The relationship has not been an easy one, through economic turmoil and fears of the Ministries descending upon them, as well as Ranma K.'s disinterest in getting involved with affairs of state or other sticky business, but following her kidnapping and Ranma K.'s change of heart probability studies show that the two should do fine.

Ranma Kuonji

Species : Human, Intruoduction : File 9

This is the original Ranma Saotome human being, escaped from the Ministry of Economics lab during a small crisis. He was declared dead by the MoE, but secrelty he slipped out and rejoined his secret fiancee, Ukyou Kuonji. Recognizing the danger in being a living dead man, Ranma dyed his hair and hired a local computer expert to add another record to Ministry of Data files : Ranma Kuonji, husband of Ukyou Kuonji, with blonde hair, a small bank statement, and absolutely no ties to his old life. This Ranma has lost his interest in fighting back against his oppressors, having met them face to face; this attitude changes when Tsubasa kidnaps his wife.

Tsubasa Kurenai

Species : Extender (Tsubasa), Introduction : File 9

The original Tsubasa was a simple student with a slight cross-dressing problem and an unrequited love for Ukyou Kuonji. When the Extender project started, the Ministry of Data asked for volunteers to offer themselves as clone bases. Tsubasa volunteered. His clones, the first ten prototypes, proved too unstable for later use (they wore women's clothing, disguised themselves and were generallly a bit frightening) and the model was yanked. The real Tsubasa found another girlfriend a year later and moved away from Nerima. The clones, however, have yet to get over this Ukyou fetish.

Meanwhile, seeing an opportunity, someone has used the ten Tsubasa extenders to develop a new kind of covert agent, one with a penchant for creative disguises. To that extent they work beautifully. Also installed was a combination biogenetic and electronic 'control box', to operate the Tsubasas like a remote control. The ten test subjects were linked together as a common mind, and upon activation all ten snuck out of the Ministry of Peace to visit their Ukyou-sama. They've ruined her restaurant, since having ten Turn Left signs milling around the door is not good for business. Whenever they're not getting orders from 'The Ribbon' as they call it, they hang around Ucchan's. No evidence beyond speculation points to 'The Ribbon' as being Kodachi Kunou.

The Tsubasa horde was ordered to kidnap Ukyou Kounji in order for the Ribbon to dispose of this girl that was distracting her covert ops team, but both Ranma Kounji and Ranma Saotome managed to save her. The Tsubasas short curcuited; their current location and status are unknown.

'Happousai'

Species : Android Extender (Happousai), Introduction : File 12

The original Happousai pioneered Anything Goes Martial Arts, the fabled school Ranma hails from. He trained Genma in Anything Goes, and this training has been passed down to Ranma. However, this passage was indirect; Genma, fed up with his master's constant abuse, sealed him in a cave and left him for dead so he could go home and raise a family. The Ministry of Peace located Happousai, and decided to use him for another of Kodachi's experiments into making the perfect soldier.

Happousai was an attempt to create a fully mechanized extender with a transplanted brain; in essence, this worked, and gave Happousai incredible skills and strengths including power to contact Ministry computer systems and utilize information stored there. Like many other MoP experiments, however, a poor choice in clone base ruined it. Happousai has an unnatural perversion, usually centered on women's undergarments (which he uses for his internal combustion engine), and a tendency not to follow orders. He is considered armed (small grenades) and very perverted. Current location unknown.

Mikado Sanzenin

Species : Extender (Mikado), Introduction : File 14

Mikado Sanzenin is Tokyo's star figure skating champion, a legend on ice with a horde of screaming fans. He recently was forced onto the TSO tour through the Russian war front, since his contract was with the government and they could decide what to do with him. It was Kodachi's idea, and the others approved since it would mean a boost in morale -- IF Mikado didn't die while in hostile territory.

The problem is that he died quite often. Kodachi didn't mind and had planned on this; Mikado is an experiment into afterdeath cloning, or developing clones based on a dead clone base. She has managed to transfer 97% of the clone's personality and memory over after hard practice at it, and now whenever Mikado bites it a new one is developed, making him effectively immortal. With this technology, as long as the brain isn't damaged too badly, any human could live forever.

Tatewaki Kunou

Species : Human, Introduction : None

Kunou is the hero of the Russian war, always leading the charges and battles that end up as victories for Tokyo. However, this is not due to his prowess at tactical strategy, but due to Kodachi having slipped in covertly and conquering the country before the real invasion force ever arrived. At this point, Tokyo is simply reiterating its hold on the tiny ex-Soviet republic, engaging in battles whenever the ratings or budget slip to prove how important this 'war' is. Tatewaki Kunou is completely oblivious to this fact.
